David Horrocks was announced as President and CEO of New York eHealth Collaborative in February 2022. Horrocks came to NYeC from CRISP, Maryland’s designated Health Information Exchange (HIE), where he served as President & CEO since its formation in 2009. While at CRISP, he launched CRISP Shared Services, an innovative HIE affiliation by which five state designated HIEs share a single technology operation to gain economies of scale and share best practices. In 2012, under David’s leadership, CRISP developed an ADT-based encounter notification system which became a model for the country’s HIEs.
Horrocks holds a BS in Engineering from the University of Pennsylvania, an MBA from the Wharton School of Business, and a Master’s in Public Health from the Johns Hopkins Bloomberg School of Public Health, where he continues to pursue studies. He and his wife, Amy, have six children.
